The body parts were made out of electro-deposition of copper coated with solder. The roof and floor were made out of wood. White-metal details included the bolsters, vents, under-body details, and coupler pockets. Brass wire was included for the grab irons and handholds.

These models were produced through 1953. They went through the same transitions as #650, with the same warping problems (see that entry for the details). The 1946 variations had silver lettering, while later models have white lettering. There is one reported variation of the #651 that was made in 1953, which has a tuscan-red/maroon body instead of the typical red or green body color.

Bill Lane converted his model to more closely resemble the PRSL prototype, by changing the round-window doors with the included rectangular ones, and then machining the floor so that he could use Omnicon's K4 tender trucks.
