#28 Track Ballast was produced only in 1950 in one variation. The white paper bag (turned yellow with age) contains 1/2 pound of finely-ground gray granules which were ground to 1/64" scale (see sample on sheet in the photo). It is likely that Gilbert used the Paxton Company to produce #28, because in 1949 and 1950 Gilbert used the Paxton company to manufacture #21 Grass, #22 Gravel, and #23 Coal.

Although the bag is labeled as "23", this is identical to Gilbert's #28A Track Ballast. From 1951 through 1953 the Colber Corporation was used to produce Gilbert's ballast packaged in a 1/2-pound package that was sold in white paper bags. At this time, Colber Corporation also produced #21A Grass, 22A Gravel, #23A Coal, and #29A Snow.
