The Whistling Billboard was produced in 1956. The low cost unit has a white painted black plastic frame and a cardboard insert that reads "AMERICAN FLYER" and a picture of a 4-8-4 Northern. It has a green plastic base that houses the whistle assembly, but, unlike some of the other billboards, this unit is not lit.
